What happened
The 2025 CMS Quality Conference — opened by CMS Chief Medical Officer Dr. Dora Hughes under the theme “Make America Healthy,” with its mission stated as improving health outcomes through prevention, quality, and safety — featured a keynote and fireside chat from Administrator Mehmet Oz, published by CMS on July 10, 2025. Per the video’s official description, Oz was joined in the fireside by Amy Gleason, strategic advisor to HHS/CMS and acting administrator of the U.S. DOGE Service, and Dr. Brian Anderson.
In his remarks, Oz described health insurers signing a voluntary pledge the previous week — an effort he said he and Secretary Kennedy presented at a press event — under which insurers committed to work out among themselves questions such as when a knee procedure should be allowed. He then introduced a video address from Secretary Kennedy, whom he called perhaps the most passionate person he has ever met, noting Kennedy does not usually address the conference but felt strongly about doing so.
Why it matters
This was Oz’s first Quality Conference as administrator, three months into the job, and it set the frame he has used since: prevention-first MAHA language delivered to the career quality workforce, with the insurers’ pledge offered as early evidence of voluntary industry movement under administration pressure.
