What happened

President Donald Trump hosted a multilateral lunch at the White House on July 9, 2025, with the leaders of Gabon, Guinea-Bissau, Liberia, Mauritania, and Senegal, carried on the White House channel. “All very vibrant places with very valuable land, great minerals, great oil deposits and wonderful people,” he said of the five countries.

The President said the previous month’s U.S.-Africa Business Summit had set an attendance record and “generated $2.5 billion in new economic deals for the United States,” as he stated the figure, and pointed to the June 27 White House signing by the foreign ministers of the Democratic Republic of the Congo and Rwanda of “a historic peace agreement that we worked out” — ending, as he described it, a 30-year war in which “7 million are dead.” He thanked senior adviser for Africa Massad Boulos for helping mediate the settlement. “My administration is committed to strengthening our friendships in Africa through economic development efforts that benefit both the United States and our partners. And we’re shifting from aid to trade,” he said. Senegal’s president, speaking for his country, cited some 950 billion cubic meters of gas discovered with an American company and invited American investors into a planned digital city, as he stated the figures.

Why it matters

The lunch is the set-piece of the administration’s Africa policy in its first summer: five heads of government at the White House table, the Congo-Rwanda agreement as the proof case, and the aid-to-trade doctrine stated by the President as the framework for what follows.

Scoreboard candidate

Scoreboard candidate: the $2.5 billion in U.S.-Africa Business Summit deals cited by the President on July 9, 2025, and the Congo-Rwanda peace agreement whose final signing he said would follow within weeks — flagged for the scoreboard editors; the entry itself remains review-gated. The White House’s second upload of this same lunch is recorded as an alternate of this page.
