What happened

President Donald Trump took questions from the press at Joint Base Andrews on July 3, 2025, carried on the White House channel, on the day Congress passed the One Big Beautiful Bill. “It’s the biggest bill ever signed” — as he described the measure ahead of its signing — “immigration is covered, just about everything.” He put the effort at “about 14 months” and credited the congressional leadership: “I want to congratulate the speaker and Tom Emmer, everybody else. They worked so hard.”

He said he was “disappointed” in the two House members who voted no — “we had a call. It was a pretty long call” — and, asked about his standing, said: “I think I have more power now… we’ve proven certain things.” On trade, he explained his preference for the tariff-letter route over negotiated deals: “We have far more than 170 countries and how many deals can you make?… My inclination is to send a letter out and say what tariff… It’s just much easier,” as he stated it.

Why it matters

This gaggle is the President’s same-day account of the bill’s passage and of his own leverage after it — and his clearest short statement of why the tariff letters, not bilateral negotiations, would carry the trade agenda into the August deadline.

Scoreboard watch

This gaggle is a scoreboard reference point: the President’s July 3, 2025 description of the One Big Beautiful Bill as the biggest bill of its kind and his statement of the tariff-letter approach, each as stated by the President, to be checked against the enacted law and the letters record.
