What happened
Secretary of State Marco Rubio hosted Indian External Affairs Minister Subrahmanyam Jaishankar, Australian Foreign Minister Penny Wong, and Japanese Foreign Minister Iwaya Takeshi at the Department of State on July 1, 2025, for a meeting of the Indo-Pacific Quad foreign ministers, according to the State Department broadcast.
Opening the session, Rubio noted the Quad had been his first meeting as Secretary — held within an hour of his taking office — and said the partnership’s next step is turning “meetings and gatherings where we talk about ideas and concepts into a vehicle for action,” with concrete steps taken in coordination for the benefit of the four countries and others. He stressed the partnership is “not simply a security matter” but also about economic development. Minister Iwaya said the four countries, as major powers in the region, have an important role in ensuring peace and stability in the Indo-Pacific and in advancing a free and open Indo-Pacific.
Why it matters
The Quad is the administration’s signature Indo-Pacific partnership, and Rubio bookended his first six months with it — his first meeting in office and this July session — with the stated goal of moving it from communiqués to concrete joint action.
