What happened
President Donald Trump hosted the foreign ministers of the Democratic Republic of the Congo and the Republic of Rwanda at the White House on June 27, 2025, carried on the White House channel. “We’re here today to celebrate a glorious triumph — and that’s what it is — for the cause of peace. And this is a long time waiting. The signing of a historic peace agreement between the Democratic Republic of the Congo and the Republic of Rwanda,” he said, describing a conflict he put at 30 years in the Great Lakes region that had, as he stated it, displaced countless people and claimed thousands of lives.
The President thanked Secretary of State Marco Rubio “for his outstanding leadership” on the agreement and senior adviser for Africa Massad Boulos, who described follow-on work at the event: bilateral minerals agreements under negotiation with both countries for critical minerals, American company interest in mining and processing, support for the Lobito Corridor, and, as Boulos stated the figure, a $1.5 billion United States-supported electric transmission project from Angola to the DRC signed two days earlier. A White House-accredited African reporter who had just returned from Congo told the President that Congolese she interviewed, and President Félix Tshisekedi in an interview with her, expressed gratitude and hope for the deal, as she reported it.
Why it matters
This White House visit is the signing ceremony behind the peace agreement the President would cite a week later at the African leaders lunch: the Congo-Rwanda settlement, presented with its critical-minerals and infrastructure track as the economic half of the same diplomacy.

Scoreboard candidate: the Congo-Rwanda peace agreement signed at the White House on June 27, 2025, and the $1.5 billion Angola-to-DRC transmission project cited at the event — flagged for the scoreboard editors; the entry itself remains review-gated.
