What happened

Secretary of State Marco Rubio hosted the signing ceremony for a peace agreement between the Democratic Republic of the Congo and the Republic of Rwanda at the Department of State on June 27, 2025, signing alongside Congolese Foreign Minister Thérèse Kayikwamba Wagner and Rwandan Foreign Minister Olivier Nduhungirehe, according to the State Department broadcast.

Senior Advisor Massad Boulos opened the ceremony, saying the agreement builds on the Declaration of Principles signed on April 25 and, with the signatures, “will enter into force, bringing an end to a 30-year conflict”; he credited the leadership of President Trump, the partnership of Qatar — which was working toward a parallel agreement between the DRC government and the M23 armed group — and the work done under the auspices of the African Union. Rubio thanked both foreign ministers and the Department’s team, saying, “This was not easy. And there’s still work to be done, obviously, in terms of implementation, but we’re very honored you’re both here.”

Why it matters

The DRC-Rwanda agreement is one of the clearest deliverables of the administration’s peace-through-diplomacy push, negotiated under Rubio’s department with Boulos running the file — and its test, as Rubio himself said at the signing, is implementation.
