What happened

President Donald Trump signed executive orders on nuclear energy in the Oval Office on May 23, 2025, carried on the White House channel. “We have a very big announcement today. It has to do with nuclear, energy, and other things. And this is all nuclear. It’s a hot industry. It’s a brilliant industry. You have to do it right. And it’s become very safe and environmental,” the President said, introducing Interior Secretary Doug Burgum: “This is a huge day for the nuclear industry. Mark this day on your calendar. This is going to turn the clock back on over 50 years of overregulation of an industry,” Burgum said, explaining that a series of four executive orders would each attack separate issues holding the industry back, including a secure domestic fuel supply chain, as he described the package.

Defense Secretary Pete Hegseth added the military case: “Energy security is national security. If we don’t have reliable energy for our basing, for our troops, whether forward deployed or domestically, we’re vulnerable,” he said, pointing to small modular reactors for bases and the electricity needed for artificial intelligence. The President said the focus would start with smaller modular plants while “we’re also doing big plants where needed,” and Constellation Energy CEO Joe Dominguez told him the company operates about 25 percent of the nation’s nuclear fleet, as Dominguez stated the share.

Why it matters

This Oval Office signing is the nuclear plank of the energy-dominance program stated by its owners together: Burgum’s deregulation frame, Hegseth’s base-power and AI case, and the industry’s largest operator in the room — the four-order package as the administration presented it.
