What happened
President Donald Trump signed legislation at the White House on May 9, 2025, in a ceremony carried on the White House channel. Staff Secretary Will Scharf presented four measures passed by Congress under the Congressional Review Act, each repealing a Biden-era energy regulation: H.J.Res. 20 on consumer gas-fired water heaters, H.J.Res. 24 on walk-in coolers and freezers, H.J.Res. 42 on energy conservation standards for household appliances, and H.J.Res. 75 on commercial refrigerators and freezers.
The President framed the signings as undoing, in his words, “some horrible mistakes made by Biden and his group.” Rep. Gary Palmer, who sponsored the water-heater resolution, told the President the rule it repealed would have banned natural gas heaters and that the signing saved a factory in his district: “300 Georgians will continue to have their jobs as soon as you sign that,” he said. Lawmakers at the ceremony argued the appliance standards would have raised consumer costs and forced manufacturers to close production lines, as they stated them.
Why it matters
The signings are the administration’s deregulatory program executed through Congress: four late-term Biden energy-efficiency rules struck from the books in one ceremony, with the job and cost claims made on the record by the resolutions’ own sponsors.
